灾后重建城镇政策性住房项目管理模式

摘　　要：灾后安居房建设项目管理与其它项目管理模式具有不同特性，本文深入分析了灾后安居房建设项目管理模式存在的问题，基于项目委托代建等理论，提出了“政府主导型代建制项目管理模式”，即“GCAS”模式，以及有效实施的配套机制。该模式既是地震灾后重建项目管理模式的创新，也可以为国内外洪灾、雪灾等自然灾害和“常规项目管理”提供有益的参考。Currently there is no research on project management mode of post - disaster affordable- housing reconstruction, in China and abroad. This thesis elaborates the differences between post- disaster affordable -housing project management mode and other project management modes, deeply analyzes the existing problems in post- disaster affordable- housing construction project management mode, and proposes, on the basis of the theories in construction agent mode, a new mode of GCAS, which is Government leading- Construction agent- Assistauee- Supervision, and its supporting mechanism. GCAS is an innovation in post- earthquake reconstruction project management mode, and also offers references to the research on post- dis- aster reconstruction, in particular natural disasters like flood, bizzard etc., and general project management mode.
