试论电子政务信息资源共享的政府主导模式

摘　　要：电子政务信息资源是一种特殊的公共物品,存在纯公共信息和准公共信息之分,故电子政务信息资源共享是分类进行的。在这种分类共享中,纯公共信息的提供属于一种集体行为,因其集体消费的复杂性,只能由政府来生产和提供,即使有私人部门加入,政府也必须居主导地位,并对共享活动进行适当的管制。电子政务信息资源共享的政府主导模式,根据电子政务信息资源共享中利益、权力、资源等因素对政府主导的影响程度,可通过贡献利益型信息共享模式、超常规作业型信息共享模式和理性决策型信息共享模式等三种形式来实践。E-government information resource is a special kind of public goods that can be divided into the pure-public information and quasi-public information. Therefore e-government information resource is shared in the classification pattern. In this kind of classified sharing, the provision of pure-public information is collective behavior. For complexity of collective expense, it can only be produced and provided by the government. Even if private sectors to join, the government also must dominant and control the sharing activities appropriately. The government-dominant model of e-government information resource sharing can be put into practice through the contribution benefit information sharing model, the unconventional operating information sharing model and the rational decision-making information sharing model, according to influence of interests, power, resources and other factors on government-dominant in e-government information resource sharing.
