摘　　要："秩序具有优先于一切的政治价值"。群体性事件对社会公共秩序危害巨大,其中尤以"向政府泄愤的群体性事件"为最烈。"向政府泄愤的群体性事件"的发生和演变,不仅具有利益、制度、体制、文化、心理等多个层面的成因,更重要的是盲目从众、借机发泄、冷眼旁观、被迫依附、安全焦虑等不良社会心态是事件发生和演变的"温床"。本文在调研和实地观察的基础上,力图解剖各种不良社会心态在"向政府泄愤的群体性事件"发生、演进过程中的作用。＂The order has precedence over all in political value.＂ Mass incidents do great harm to social order,especially those of venting anger on the government.The occurrence and evolution of the mass incidents of venting anger on the government have causes in interest,system,institution,culture,and psychology,and blind conformity,psychological need to vent,indifferent attitude,forced dependency,anxiety and other negative social mindsets are the ＂hotbed＂.This article,based on field observation and investigation,analyzes the role of negative social mindsets in the occurrence and evolution of the mass incidents of venting anger on the government.
