武汉市“全民创业”政策的实证评估:基于访谈调研的分析

摘　　要：武汉市自2008年开始在全市范围开展"全民创业"活动以来,出台整合了一系列的创业支持政策,扩展创业途径,提高创业存活率,增加就业渠道和岗位,以创业带动就业,来实现"能人创事业、百姓创家业"的目标。本文运用访谈方法,通过构建研究模型分析发现,武汉市创业支持政策水平高于全国平均水平,尤其是在教育支持领域具有比较优势,但是在创业活动跟踪和政策执行上存在差距。从全球的角度来说,武汉市创业支持政策的平均水平能够达到世界中等国家水平,但在创业活动跟踪、创业政策执行等方面与世界先进水平还存在较大差距。From 2008, Wuhan launching the ＂People Entrepreneurial ＂ activities onwards in the city, and introduction of a series of integrated business support policy, to expand business channels, improve business survival rates, increasing employment channels and positions to start with a job to achieve ＂capable ventures, people create family business＂ goals. In this paper, use interview methods, construction of models that support the policy of Wuhan venture is higher than the national average, particularly in the areas of comparative advantage of educational support, but the track in entrepreneurial activities and policy implementation gap. From a global perspective, entrepreneurship support policies in Wuhan can reach the world average level of medium-sized countries, but in entrepreneurial activity tracking, business policy enforcement with the world advanced level there are still a wide gap.
