基于DEA的政府协助产业集群可持续成长相对有效性的评价——以吴江市为例

摘　　要：应用DEA(C2R)模型引入非Archimedes无穷小量ε,就吴江市政府的相关政策在协助集群产业的可持续成长相对有效性方面进行实证评价分析。就总体而言,吴江市政府的相关政策可以满足该区域集群产业的可持续成长,但在实际利用外资方面有待进一步巩固加强。同时,数据指出吴江市电子信息集群产业的运行还处于一种相对稳定的状态,需要吴江市政府对该集群产业进行有效地协助指引从而进入良性的可持续成长轨道。Based on DEA model（ C2R） and the introduction of non-Archimedes infinitesimal e, the paper evaluates and analyzes empirically the relative efficiency of Wujiang government policies which assist the sustainable development of industrial cluster. Analysis shows that the policies of Wujiang government can meet the sustainable development of industrial cluster in this region, but the utilization of foreign capital need be consolidated and strengthened. The data also shows that the operation of Wujiang electronic information industrial cluster is still in a relatively steady state, and need the Wujiang government assist and guide effectively, so that the industrial cluster can go on a track of sound and sustainable development.
