摘　　要：以黑龙江省卫生事业为重点,从微观管理、宏观管理、社会卫生管理等方面回顾了党的十一届三中全会以来,我国卫生改革发展的历程。论述了我国卫生改革与发展的基本经验和存在的现实问题,提出了未来我国卫生改革发展进程中应处理好的十个关系,即医疗卫生总供给与总需求的关系;城市卫生和农村卫生的关系;预防与治疗的关系;中医和西医的关系;卫生发展和科教兴医的关系;医疗卫生服务和依靠广大群众的关系;投入和产出的关系;社会效益、经济效益和技术效益的关系;物质文明建设和精神文明建设的关系;卫生改革发展和经济社会改革发展的关系。Health services' micro and macro management, reform and development are overviewed and discussed, mainly on thebasis of Heilongjiang Provincial experiences and problems, on how to do better, useful, and solid job in handling majorrelations between: (1)total supply and total demand, in ways that alter and move them in the direction of coordination; (2)urban and rural health services' in connection with using opportunities that arise during economic invigoration; (3) prevention and treatment, with a better - educated community and local primary health care taking greater responsibility for health improvement; (4) Chinese traditional and Western medicine, for combined efforts to increase creative developments; (5) health services' expansion and making more and better use of possibilities made by advances in science, technology, and education; (6) medical professionally -based endeavours and reliance on the masses; (7) input and output, well planned from perspectives of short - and long - term interests; (8)social, economic, and technological benefits, with understanding keeping up with the situation of intellectual economy; (9)material and cultrual and ideological progresses, not stressing one aspect to the neglect of another; and(10)health services reform and development as improtant and special link, and the whole economic and social reform and development.
