东北内蒙古国有林区改革实践研究与探讨

摘　　要：剖析了东北内蒙古国有林区现存管理体制下政企不分,管资源＂与＂砍树木＂同出一家及其带来的问题,介绍了内蒙古重点国有林区2007年底以来的改革实践与探索。内蒙古重点国有林区通过管理体制改革,初步理顺森工与政府的关系,强化了林管局的林业生态建设管理职能和国有森工企业的经营职能,优化了生产关系和发展环境。从根本上解决内蒙古国有林区管理体制问题的关键是强化林管局职能,在剥离企业社会职能的同时,赋予林管局林业行政许可权。The paper analyzed the problem of separation of government and enterprise,managing resources and cutting trees under the existing management system of state-owned forest region in Inner Mongolia of north-east,put forward reform idea of ＂three-step＂ in the key state-owned forest areas in northeast Inner Mongolia,and introduced the reform practice and grope of key state-owned forest areas in Inner Mongolia since the end of 2007.Through management system reform,Inner key state-owned forest region elementarily straightening out the relationship between forestry enterprise and government to strengthen forestry ecological construction and management functions,strengthen the operating functions of state-owned forestry enterprises,to promote the ecological construction,improve people＇s livelihood and promote social enterprise and economic development,optimizing the production relations and development environment.The paper thought that the fundamental solution for the problem of management system in state-owned forest region of Inner Mongolia,the key is to strengthen the functions of the forest resources authority,peel off the social functions of enterprises,but also give forestry administrative approval to the forest resources authority.
