山西省民营林业经济扶持政策研究  

Research on Support Policy for Private Forestry Economy in Shanxi Province

摘　　要：剖析了山西省民营林业发展的环境与政策,指出民营林业发展中存在运作不规范、效益不明晰、采伐限制严、扶持力度不足等问题,提出了对民营林业采取赎买、全额返还育林基金、按照平均造林成本实行定量扶持等对策建议。Analyzed the environment and policies for the development of private forestry;pointed out the problems existed in private forestry development that operation is not standardized,benefit is not clear,cutting restriction is strict,forest management practices gradually achieve a full return of fees;proposed the ideas that for private forestry takes redemption,full refunds forest tending fund,implements quantitative support according to the average afforestation cost,and put forward countermeasures and suggestions for the private forestry development in the economic policies and mechanisms.
