摘　　要：改革开放以来,伴随城市化发展和土地使用制度改革,我国城乡用地规划管理制度经历了不断创新、完善的改革过程。以我国城市化发展为背景,以用地规划法律制度建设的历史轨迹为主线,对我国用地规划管理制度的变迁过程和特点进行总结与分析,并以问题为指向,概括了当前我国用地规划管理制度改革面临的挑战,展望了进一步改革发展的趋势。In the time of more than 30 years of Reforming and implementation of the Opening-up policy,the land planning administration system of China has experienced the unceasing innovation and better-up approach,which has been accompanied with the consonance of urbanization development and the transformation of land usage administration.The paper,setting the urbanization development of China as the general scenario,tracking the history trace of the promulgation of the various policies and their amendments relevant with the land planning regulations and laws,summarizes and analyzes briefly the transformation process and characters of the land planning administration system.With aim to the problem-solving,the paper generalizes the current challenge faced by the reforming of land planning administration system,and looks into forward to the trend of the transformation on the land planning administration of China.
