摘　　要：在灾后重建的特殊环境下,传统的"一书两证"规划实施管理模式已无法满足现实的需要。在重建过程中,都江堰市以传统的规划实施管理模式为基础,进行了管理模式的改进。新的模式由初步方案联合会签、重建方案联合审签、规划窗口建筑设计方案备案、规划窗口规划施工图备案四个阶段组成,采取分阶段、多部门协同审批的方法,提高了工作效率,取得了良好的效果,为我国城市规划管理模式的革新进行了有益的探索。The traditional ＂one book,two certificates＂ planning management model is inadequate for the postearthquake reconstruction in Dujiangyan.A new and improved model divides plan management into four phases：preliminary plan inspection,secondary plan inspection,record of the architectural design,record of the construction documents.This model has proven successful and can serve as an example for innovative plan management.
