摘　　要：基本医疗卫生服务是存在外部性的准公共物品,政府干预是解决医疗卫生市场失灵的有效手段之一。为了提高政府在城镇卫生领域的作用,进一步提升城镇居民的卫生服务利用水平,减轻城镇居民因疾病带来的经济负担,文章通过对广东省深圳市基本医疗制度保障下城镇职工医疗卫生服务利用程度的研究,旨在为进一步完善城镇职工基本医疗保障制度提供决策参考。Basic medical and health services are externalities of public goods and government intervention is one of the effective means to solve market failures in health care service. Government＇s movement must focus on emphasizing the role in the areas of health supply in cities and towns, enhancing the level of health services for urban residents, and reducing urban residents＇ financial burden of consuming medical service. The article takes Shenzhen City, Guangdong Province as an example, studying the medical and health services utilization degree of Chinese basic health care system for urban workers, aiming at providing decision-making for further improving the basic medical insurance system for urban employees.
