摘　　要：通过现场调查分析我国典型地区新型农村合作医疗以地市级为统筹层次试点实施效果,认为抗风险能力增强,管理成本降低,形成了更加完善的医疗服务网络,农民受益公平性较好,但同时还存在一些问题;指出应以县级统筹为主体,在适宜地区采取地市统筹,并对如何完善地市统筹提出了相关建议。The article is to analyze the effect of China＇s new rural cooperation medical system （NCMS）in municipal-level pilot areas through investigation. The anti-risk ability is enhanced, manage ment costs is reduced, more perfect medical service network is formed and the profited fairness is good. But there are still a number of problems. It is pointed out that NCMS should be based on county-level and municipal-level only in the appropriate areas. It gives advices to perfect the municipal-level NCMS.
