新型农村合作医疗基金分配的公平性实证研究:以河南省长葛市为例

摘　　要：文章选取泰尔指数为测量指标,对新型农村合作医疗基金分配的公平性进行了实证研究。研究结果表明,现行的新型农村合作医疗制度安排使得高收入农民群体要比低收入农民群体在患病时获得更多的医疗费用补偿,即存在着新型农村合作医疗基金分配不公平问题。为了解决新型农村合作医疗基金分配不公平问题,文章提出了改进现行新型农村合作医疗制度的具体政策建议。The paper makes an empirical study on equity in the distribution of the new-type rural cooperative medical fund by Theil Index as the indicators. The results of the study show that the existing arrangements of the new rural cooperative medical system make high-income groups of farmers getting more sickness compensation for medical expenses than in low-income farmers, namely, there is an unfair problem of fund distribution in the new-type rural cooperative medical system. Then the paper makes some suggestions to solve the problem.
