全国环境系统河流代码标准编制规则初探

摘　　要：以我国环境管理和工作的实际需要为目的,通过探索国内外现存的河流编码系统,提出了适应环境管理需要的以线分类法为主、面分类法为补充,线、面结合的层次编码法。并针对我国河流流域广、跨行政区多、水环境之间层级关系复杂的实际情况,综合考虑了编码与水环境的自然属性、环境要素、管理属性、行政属性之间的关系,确定了代码的组成和编制规则。With the work of our environmental management and the practical needs,the existing fiver coding system abroad was explored. Made to line and surface integration level coding, line classification-based face classification was added, to adapt environmental management needs. In view of the river basin wide, cross-administrative and more complex hierarchical relationship between the water environment of the actual situation, considering the coding anti the natural properties of water environment, environmental factors, management attributes, the relationship between the executive attribute to determine the code composition and preparation of rules.
