云南省国家公园发展的现实约束与战略选择

摘　　要：阐述国家公园建设在云南的提出和探索.分析云南省在国家公园建设中存在着缺乏立法基础与政策保障、破解相关部门之间的利益冲突而尚须时日、在与各产业之间的竞争中处于劣势、巨额建设资金筹集困难、技术支持与人才支撑不足等的现实约束.提出创新推进,重点突破;科研先行,理论指导;规划引导,循序渐进;强化监管,定期监测等国家公园发展战略,并提了云南省国家公园建设与发展对策.The paper elaborates the proposal of national park in Yunnan and some discussions.In detail,it analyzes the current restrictions of national park to be built in Yunnan with regard to lack of legislative basis and policy guarantees,the conflict between stakeholders,inferior ability in competition,difficulties in huge sum fund collection,insufficient technical and personnel support and etc.In addition,it puts forward developmental strategies for national park＇s construction and development in Yunnan,concerning innovative push,key breakthrough;scientific research first,under guideline of scientific theories,periodical monitoring and so on.
