主体功能区建设的区域发展政策研究

摘　　要：主体功能区能够解决人与自然的和谐发展问题,并可作为国家区域调控的地域单元。通过概念界定与构建背景、建设意义的分析,阐明主体功能区发展战略的两大独特优势,明确主体功能区建设的科学发展、整体发展、创新发展与协调发展的基本原则。在新形势下,创新区域发展政策,通过政府宏观调控和市场力量推动,明确主体功能区边界和具体评价指标体系,完善主体功能区建设的政策与法律体系,保障主体功能区目标的顺利实现。The main functional areas could address the harmonious development between man and nature issues and be served as a geographical units of the national regional regulation.Through the conceptual definition,the construction of background and the analysis of the significance,the two man unique advantages of the main functional areas can be set out,the basic principles of scientific development,overall development,innovation and development,and coordinated development can be nailed down;Under the new situation,the innovation of regional development policies,the promotion of the government＇s macroeconomic control and market forces,the definitude of the boundary of the main functional areas,the definition of specific evaluation index system and the perfection of policy system of the main functional areas can make the objectives realize successfully.
