摘　　要：从纯学理的意义而言,文化制度创新与文化体制改革具有较大的同义性,而机构改革作为体制改革的重要组成部分,长期以来遭遇政策能力不足和执行效率滞阻的困扰,所以更具问题表征性与解困迫切性。本文从文化机构的现存体制性矛盾、改革过程中的功能缺失以及理想的制度创新目标三个层面,给予了较为详尽的文化制度研究视角的学理阐释,以期为有效的文化制度建构提供知识参照。In the sense of pure theory, cultural institution innovation and cultural system reform share considerable similarity, while institution innovation, as an important component of system reform, has been bothered by inadequate policy capacity and ineffective execution efficiency, resulting in more representativeness and urgency. The present ar- ticle theoretically interprets the perspective of cultural institution study in the three levels of existing system contradiction, functional loss in reform and ideal goals of institution innovation so as to provide knowledge reference for the construction of effective cultural institution.
