行政问责建制探索:反腐倡廉建设的“助推器”——以近年来我国部分地区的行政问责建制探索为例

摘　　要：2003年"非典"危机以来,我国从中央到地方各级政府在行政问责建制方面展开了积极的探索,逐步将该制度推向制度化和法治化的轨道,这也为反腐倡廉建设提供助益,其主要体现在制度保障与文化支撑之双重维度上。同时在制度要件与文化因素的有机结合中还不断孕育和提升着行政问责力,推动反腐倡廉建设向更深层次迈进。In order to push the administrative accountability institution on its way of legalization and institutionalization, we have carried out active exploration of establishment of this institution by the central government and different-level local governments since the 2003 SARS Event. It provides useful help for combating corruption and building a clean government which mainly reflects on two aspects of the institutional security and cultural support. And the combination of the ＂hardware＂ of institution and ＂software＂ of culture enhances the enforcement of administrative accountability, and thus improves the movement of combating corruption and building a clean government.
