摘　　要：简述了我国矿产资源法律法规和矿产资源管理制度,重点分析了我国矿业税费制度及存在的主要问题,从提高能源资源保障能力的角度出发,提出了矿业税费改革与完善矿产资源法律法规的建议。The article briefly described the laws and regulations and the manage systems of mineral resources in China.The mining taxes systems and the main problems were emphatically analyzed.From the angle of improving supporting ability of energy and resources,suggestions on reforming mining taxes and perfecting laws and regulations of mineral resources were put forward.
