“两区”内外兼修

摘　　要：2010年,中国保税区设立20周年,出口加工区设立10周年。过去的20年,以"两区"为代表的海关特殊监管区域使中国不失时机地主动参与了上世纪末开始的世界贸易和产业链的优化分布与重组。未来,中国经济的风向转而向内,这让举足轻重的海关特殊监管区域的前途也充满了问号:如何面向国内外两个市场?如何复合型发展?如何延伸产业链?The first Chinese dutyfree zone was established 20 years ago,and the first export processing zone has now been operating for 10 years.As icons of special customs supervision zones in China,duty-free zones and export processing zones have contributed a lot to China's foreign trade.In 2009,the aggregate value of foreign trade in Chinese special customs supervision zones rose to USD 279.43billion,accounting for 12.66 percent of the country's annual foreign trade.These special zones brought about a trade surplus of USD 8.75 billion and created 1.21 million new job opportunities in that year.The special zones change China's economy and are changed in return.As China strives to transform its economic growth mode and cope with dwindling demandin overseas markets,the country's duty-free zones and export processing zones are starting to enhance their functions.Jiao Jianqun,the general secretary of China Freetrade Export Association,says that the special customs supervision zones should make a greater effort to improve their competitiveness and pay more attention to the domestic market.Some special customs supervisionzones have already made some achievements.Shanghai Waigaoqiao Bonded Zone,China's first duty-free zone,has played the role of a pioneer by serving as the site of many pilot programs for policies that were later adopted on a wider scale.The other two typical special zones,Kunshan Export Processing Zone and Xi'an Export Processing Zone,have also gained much experience in developing the electronics industry and the aircraft industry.
