青岛市专利发展状况及其影响因素研究

摘　　要：以青岛市专利申请量为目标序列的分析表明,专利发展与科技经费规模、研发人员规模、研发机构数量存在较强相关性。实现专利高水平发展目标,首先应解决科技资源分散配置、科技队伍规模不足、研发机构水平不高等问题,同时,应采取改革专利制度、改善资源配置质量、优化发展环境等有力措施。The analysis,of which using Qingdao patent applications as target sequence,shows that there exists strong correlations between patent development to the size of technology funding,the size of RD staff and the number of RD instructions.In order to realize the goal of patent＇s development of high-level,we should firstly solve the problems of separate allocation of technology resource,lack of science and technology team,and RD instructions of lower-level.And in the meanwhile,the effective measures,such as reforming patent system,improving the quality of resource allocation,and optimizing the development environment,should be taken.
