摘　　要：土地资源是三峡库区可持续发展的先决条件和物质依托。文章在分析三峡库区土地利用过程中存在的水土流失严重、人地矛盾突出、耕地数量与质量下降、城市土地粗放利用等主要问题基础上,综合运用文献综述法、归纳法、理论研究法、系统分析法等科学研究方法,对三峡库区土地利用规划编制中应关注的生态环境保护、土地集约利用、库区经济发展、生态屏障区建设等问题进行了深入地探讨。为确保三峡库区土地利用总体规划顺利实施,文章提出了土地利用管理、信息技术应用、管理模式创新、规划监测与评价、公众广泛参与等切实可行的保障措施。研究认为三峡库区土地利用总体规划对于完善我国土地利用总体规划编制体系,全面指导三峡库区的土地管理具有重要意义,建议相关部门应尽快着手组织编制三峡库区土地利用总体规划。The land resource is the precondition and the physical support of sustainable development in the Three Gorges Reservoir Area. The purpose of this study was to discuss the necessity and the main contents of general land use planning and to provide scientific evidences for land resource proper development and land resource intensive utilization in the Three Gorges Reservoir Area. Methods of reviewing on relevant references, induction research, theoretical research, symmetric analysis were employed in this paper. The dominant problems in land utilization nowadays in the Three Gorges Reservoir Area were also discussed, and they were serious soil erosion, contradiction of the less earth and the more population, failing - off in quantity and quality of culticated lands, and universal extensive utilization of urban land. It was necessary to pay close attention to ecological environment protection, land intensive utility, economic development, and important ecological screen in the process of general land use planning. To ensure the implementation of the general land use planning in the Three Gorges Reservoir Area carry out smoothly, the paper proposed several proposals, including land management, application of information technology, innovative management models, monitoring and assessment of planning, public participation and so on. The research suggested that the general land use planning has an important significance on improving the China＇s general land use planning system and overseeing for land resource management in the Three Gorges Reservoir Area, and it should set about organizing the general land use planning as soon as possible by related government departments.
