贵州农村公共产品供给不足的对策研究

摘　　要：贵州农村公共产品供给不足,突出表现在基础设施建设滞后、医疗卫生资源匮乏、教育资源缺乏、社会保障水平低下四个方面。究其原因,除财政困难以外,主要有供给主体的单一性、供给决策的单项性、供给政策的非均衡性、供给管理的低效性。应通过建立多元供给主体、完善供给决策机制、建立均衡供给政策、强化供给资金的监管等措施加以弥补。Rural public products supply insufficient in Guizhou.which display four aspects prominently,including the lag of infrastructure construction、 the shortage of medical and health resources、 the lack of education resources and the low level of social security.Why？This paper feels that in addition to financial difficulties,the single of supply subject、the supply of individual decision-making、the non-equilibrium of suppy policy,and the inefficient of supply management are the main reasons grantedly.We Should take out some measures make up,for example,establish pluralistic 、improve the supply of decision-making mechanism、Perfect a balanced supply of policy、 strengthen the supervision of supply funds.
