建构慈善事业的社会治理模式——基于对中国慈善组织行政化的分析

摘　　要：中国慈善组织的行政化导致了慈善组织中的"政府失灵"现象。从慈善组织的生成机制上究其原因,主要是社会发展过程中中国慈善组织"控权"功能的缺失,文化传承过程中,中国民间慈善意识缺乏延续性所致。解决慈善组织行政化问题的进路之一是建构慈善事业的社会治理模式,以形成一种慈善组织与政府之间积极合作、公平竞争的关系。Administrative tendency of Chinese charity organization results in ＂government failure＂ in it. From the point of formation mechanism of charity organization, the problem was caused by lack of power-control function of charity organization in the process of social progress, and cultural fault of folk consciousness on charity in the process of cultural heritage. To solve the problem, one practical route is to construct social governance mode of charity, and the relationship, according to the model, is fairly cooperative and positively competitive between the government and charity organization.
