基于循环经济的区域产业发展力评价体系研究

摘　　要：本文从产业发展的角度出发,提出"区域产业发展力"的概念,并从循环经济的视角,从经济实力情况、基础设施状况和生活水平、企业经营管理水平、涉外能力、公民素质、科技能力、循环经济约束条件7个方面考虑,构建了一个包含28个评价指标的评价体系,对区域产业发展力进行评价。通过因子分析方法,利用2005-2007年全国30个省和直辖市的面板数据,进行因子评价体系的系数确定,得到产业凝聚承接力、产业支撑力、产业持续运营力、产业持续延伸力、产业循环力、产业扩张力的"六力",并将30个省市评价结果与中国人民大学发布的"中国发展指数(2008)"进行对比,可验证评价体系构建的合理性。This paper is to propose a concept of Regional Industrial Development Force（RIDF） from the aspect of the regional industrial development,and seven factors are considered,from the aspect of circular economy,that are economic strength,infrastructure living standards,enterprises management levels,export-oriented capability,quality of citizens,science technology capacity and the circular economic constraints.Based on these factors,the paper builds an appraisal system to appraise RIDF which has 28 indicators.Meanwhile,through the method of factor analysis,the coefficients of factors in the appraisal system are determined by using 30 provinces and cities panel data from 2005yr.to 2007yr..Six forces come into being that are industrial forces of agglomerating undertaking,supporting,continuous operating,continuous extending,circulating and expanding.Then,this paper compares the appraisal results of 30 provinces and cities data in 2007yr.with China Development Index（2008yr.） which are released by Renmin University of China to test the rationality of the appraisal system.
