摘　　要：本文从水价的形成机制出发,分析了现行水价偏低的原因,以及对节水的制约作用.提出了基于节水的合理水价形成机制的思路,以及水资源费、城镇供水、农业用水、跨流域(区域)引水、非常规水源等方面的价格调整途径,充分发挥价格的杠杆作用,促进节约用水.Based on the water pricing mechanism,the reasons for the current low water price is analyzed and its restrictions on promoting water-saving are also put forward in the paper.A rational water pricing mechanism with water-saving orientation is proposed to promote water-saving by bringing the pricing leverage into full play through such price adjustment methods as water resources fees, urban water supply,agricultural water supply,cross-river basin（cross-regional） water diversion and non-conventional water resources,etc.
