民主化科学化语境下党管干部制度的变革探究

摘　　要：面对全球化、市场化与民主化的挑战,如何完善党管干部的方式和方法以适应新的世情、国情、党情,是关系到中国共产党的执政能力和执政地位的重大问题。长期以来,我们在党管干部的问题上,重使用、轻管理,重提拔、轻监督。要解决党管干部管的方向和动力问题,就必须坚持和完善党管干部制度的民主化与科学化。Faced with the challenges from globalization,marketization and democratization it is a problem concerning the party＇s governing capacity and status how to improve the ways and means of managing cadres so as to adapt to the new world situation,the national and the party＇s situation.For a long time,on the issus of the Party＇s cadres,there is a tendency of strengthening the employment and promotion,while neglecting management and supervision.To solve the direction and motivation concerning the administration of the party＇s cadres,we have to uphold and improve the system of democratization and scientification for the cadres.
