摘  要:建立城镇自来水产权交易市场可以优化配置水资源。有效、清晰明确的自来水产权是建立水市场的基础。在这一基本原理指导下,遵照我国水法,提出我国自来水初始产权配置原则为:总量控制原则、公平分配原则、有偿使用原则、居民可承受原则、可储蓄但不能继承原则等。提出了产权建立后,产权交易与管理可以模拟证券交易,建立自来水产权"银行",根据生态可持续水资源量供给自来水,根据自来水边际贡献相等原理配置水资源,实现水资源的优化配置的构想。对这一构想可实现优化配置自来水进行了理论证明。对其成本进行了定性分析。under such principles that markets are usually a good way to optimally allocate resources(including tap water),and that effective property right is the basic condition for establishing a market,this article proposes,according to Law of Water,that the delivering of original property right of tap water should conclude such principles as cap-and-trade,fairly distribution,paying use,endurable,and savable but non-inheritable.The article also proposes a designed vision-model of tap water trading in the newly designed water bank,which is virtually more like the style of the security market.In this water bank,the total quantity of the tap water supply is subjected to the local ecological sustained capacity and the water users bid for use.The signal of the passed long-run trends of the equilibrium price then would be able to guide the government decision for allocating the scarce water resources optimally,according to the principle of equally marginal contribution in different regions.The vision-model's optimization is verified theoretically,as well as its cost's analyzing.
