摘　　要：提出建立并推广运用"城区地面清洁指数"(UUGI),以求能够数量化地、严格地、准确地对城区地面的清洁状况进行检测、监督监控、统计、分析比较、评价考核、奖励或处罚等,并可据此进行相应的规划,促进城市环境的维护和法制化的管理。指出并探讨了推广运用UUGI的若干问题和所需要的相关对策。This paper puts forward to establish＂undefiled urban ground index＂（UUGI） and to popularize its applications,in order to quantify a clean condition of surface on the urban ground strictly and accurately,for detection,intendance,statistics,analysis and comparison,assessment,reward and punishment,and to make the appropriate planning,to promote the maintenance and management of urban environment with the legal system.It points out and approaches some problems of the application and the necessary countermeasures in the use of UUGI.
