摘  要:分别从省、市、地(市)和企业角度分析危化品安全监管电子政务系统对危险源、事故隐患和危险化工工艺等的监管流程和报表。同时,结合地理信息系统(GiS)技术设计系统数据库,并提出该系统应该具有事故隐患管理、重大危险源管理、危险化工工艺管理、统计分析功能和企业基本信息这5个主要功能模块。危化品安全监管电子政务系统可为政府和危化企业等单位提供高效的信息化管理工具。The present paper is aimed to report our research on how to lay out a more efficient safety supervision e-management system of the hazardous chemicals at the local government levels. As a matter of fact, lots of serious defects and drawbacks have now been existing with the supervisory systems of hazardous chemicals at the compa- nies, such as dispersion of the data sources, large amount of information as well as the out-of-date means of information disposition. In this paper, we have made detailed analysis of statistics of the source of danger, the potential dangers of accidents, and hazardous chemical processing technologies from the respective departments at the provincial, municipality, prefecture (city) levels in terms of four-stage points of view. Meanwhile, we have also put forward suggestions on setting up hierarchical "four-stage-three-level" management systems. From the perspective of the overall design, the system can be divided into four stages according to their different functions, so that they can conduct effective managements on the condition of clearly defined scopes of their official obligations. At the same time, we have also laid out general approaches on how to join together the geographic information systems (GIS) technology with the database of systems. Needless to say, the main functions of such systems have also been well defined, systematically programmed, so that they are feasible for holding the dynamic information of the hazardous elements and pre- venting efficiently from the hazardous accidents. Another important point is that auxiliary functions based on GIS technology can be applied widely in decision aids. Thus, from what is said above, it can be seen that the present research helps to provide a scientific and efficient information management tool for the different government levels as well as hazardous chemical enterprises.
