摘　　要：政治—行政二分法作为传统公共行政学的基本信仰,其初衷是希望尽快地为行政学划定一个独立的研究领域,以使其得以从政治学中脱离出来成为一门独立的学科。然而,由于学科发展初期的迫切需求,政治-行政二分法的效用被发挥到了极致,在公共行政实践中体现为对效率的偏爱,而将公平、正义等价值诉求遮蔽在一个易被遗忘的角落。但若因此便将二分法视为导致公共行政学陷入"身份危机"的原因,则是对二分法极不公允的评判,也是对公共行政先驱者们著作的误读。从学科发展的角度而言,由隐藏在政治-行政二分法之中的技术理性与价值理性之间始终难以化解的矛盾所导致的学科共识的缺乏,才是公共行政学陷入"身份危机"的根源所在。As the basic belief of traditional public administration, the original intention of ＂Politics -Administration Dichotomy＂ is to designate an independent realm for public administration as soon as possible in order to separate it from politics. However, because of the urgent need for quick development of this subject in early time,the effectiveness of ＂Politics - Administration Dichotomy＂ is applied extremely,while reflected in public administration practice. It exemplifies great preference to efficiency , ignoring some important value such as fairness and justice. But if we take this reason as a factor of ＂Identity Crisls＂of public administration,which not only an unfair evaluation to this principle,but also a misread to the works of pioneers in this realm. From a perspective of subject development, lack of agreement due to the paradox between technique rationality and value rationality which hides in the principle,is the original reason of identity crisis.
