摘　　要：国外Internet业务资费主要采用包月制和按使用量收费两种方式。美国、日本等国家ISP所需的基本线路价格非常低廉,为ISP提供了良好的生存环境。我国应制定合理的Internet网络资费政策,既要有利于ISP的发展,又要考虑国民的支付能力。Both flat rate system and usage - based tariff are adopted for the Internet sen ice in the foreign countries. The fairly low rental prices of the basic lines in the US and Japan are creating a favorable surviving environment for ISPs. Appropriate Internet service tariff policy should be made in China, allowing for ISP's development and end user affordability.
