摘　　要：本文介绍了2009年北京地区提出的汽车保险奖惩系统,得到了相应的马尔科夫转移矩阵,并应用这一转移规则在全国框架下做了讨论,得到了各项评价指标,对系统的推广做了探讨。This paper introduces the BMS system of Beijing put forward in 2009 for the first time,and figures out its markov chain.Then it uses the existing data, makes an analysis for the severity on the BMS when the system reaches the steady.At last,some suggestions are given for popularizing this system in China.
