摘　　要：奥巴马政府在几度推迟之后终于于2010年4月6日公布了《核态势评估》报告。这一报告推迟出炉,其中蕴涵着诸多因素的牵制。这一报告在一定程度上是对后冷战时期克林顿政府和小布什政府所发布的评估报告的变革,它不仅修改了关于最大威胁对象的判断,而且回归了原有的核承诺;不仅限定了美国核使用的范围,而且表明了停止发展新型核武器的态度,更重要的是体现了"无核世界"的理念。但是由于美国并没有抛弃冷战思维,并没有改变追求核优势甚至霸权的目标,因此奥巴马的核战略并未发生根本性的变化。After much deferring,the Obama Administration finally made public the Nuclear Posture Review (NPR) on 6 April,2010.This report to a certain extent,is a revision of the NPRs of the Clinton and George W.Bush Administrations.It not only revises the judgment on the biggest threat,but also limits the sphere of the employment of nuclear weapons and makes a commitment on not developing new types of nuclear weapons.What is more important is the new NPR embodies the idea of a Non-Nuclear World.However,since the US has not changed the goal of pursuing nulear superiority and even world hegemony,there has been no fundamental change in US nulear strategy.
