摘　　要：通过研究项目组织成员介入项目的周期、组织关系和风险责任,分析业主在风险管理中的核心地位,提出大型工程风险管理应以业主为核心,项目组织其他成员为支撑构建统一的风险管理平台。在集成化理论的指导下,构建基于业主的风险管理集成化模型,认为由风险维、组织维、过程维组成的风险管理三维体系是该模型的核心,并设计应用流程,以指导风险管理活动的实践。From researches on the cycle, organizational relationships and risk responsibilities of the project members intervention, the paper analyzes the central position of owners in risk management, and puts forward that risk management of large-scale projects should take owner as core, and other members build risk management platform. Under the theory of integration, it sets up integrated model of risk management based on owner, takes the three dimensional（ risk, organization, process ） as core, and designs an application process to direct the practice.
