应对建设工程施工招投标突出问题的思考

摘　　要：为了解决建设工程施工招投标领域长期存在的挂靠、围标、串标等突出问题,文章提出了采用最低价中标、工程担保、放开招投标市场、设立投标指数等措施进行综合治理的思路及操作程序。从市场经济的角度,阐明最低价中标法的适用性和工程担保、放开招投标市场的必要性。In order to solve the prominent problems associated affiliated, surround-bidding, and colluded bidding in construction project bidding areas, this paper proposed the thought and procedures of using the lowest price bid, project guarantee, bidding market opening and the establishment of tender price index and other measures. From the view of the market economy, it discussed the applicability of the lowest bid method and the necessities of project guarantee and bidding market opening.
