论中外非政府组织的互动发展

摘　　要：非政府组织在保持和推动业已存在的良好的双边或多边合作关系，化解目前仍然存在的分歧，乃至潜在的矛盾等方面，对官方外交中的拾遗补缺社会功效不容忽视。本文首先分析了中外学术界对NGO问题的互动研究，中外NGO的发展特点和变化趋势、积极和消极的社会功能，提出我们在本土NGO发展过程中，特别是当前全球经济危机带来大量复杂问题的形势下，我们对中国NGO的认识和理解。Non--governmental organizations （NGOs）, theirs social effects of maintaining and promoting the existing bilateral or multilateral cooperation, resolving the current differences which still exist, and even potential conflicts, etc. , can not be ignored, as it is the way to supply a deficiency of official diplomacy. This article first analyzes the interaction research on Chinese and foreign NGOs, their characteristics and trends, and positive and negative social functions. Based on the development of local NGOs, we bring up some understandings of China＇s NGOs, especially in the situation of current global economic crisis which brings about a large number of complex issues.
