摘　　要：制定高等教育规划需要解决好三个核心问题：可持续发展是国家高等教育规划的重点，优化结构是区域高等教育规划的关键，准确定位是院校规划的核心。To develop higher education planning needs to solve the three core issues： sustainable development is the focus of the national higher education planning; optimized structure is the key to regional higher education planning; accurate positioning is the core of the institution planning.
