生态公益林建设对林农收入影响的实证分析——以浙江省长兴县和衢江区为例

摘　　要：生态公益林建设是我国为解决日益严峻的生态问题而采取的重大举措。利用浙江省林农调查的面板数据,以林农各项收入为因变量,通过计量经济模型分析了生态公益林建设对林农收入的影响。研究表明,生态公益林建设对浙江山区林农林业收入存在负面影响,但对林农非农就业收入和总收入的影响不显著。完善生态公益林补偿制度,拓宽非农经营渠道,是实现生态公益林可持续发展的根本途径。Building ecological public welfare forest is a significant measurement to resolve ecological problems in China.Based on panel data collected by sample survey on rural households of Zhejiang province,this paper analyzes the impact of ecological public welfare forest on farmers＇ income by econometrics model with farmers＇ income including income from forestry,off-farm employment income and total income as dependent variable.Research indicates that building ecological public welfare forest has negative impact on farmers＇ income from forestry,but does not have distinctive impact on off-farm employment income and total income.It is our recommendation that improving compensation mechanism of ecological forest and increasing off-farm employment opportunities are the fundamental ways to achieve sustainable development of ecological public welfare forest.
