摘  要:随着经济一体化的深入和权权的扩展,欧盟对公共卫生的关注逐步增强。欧盟与世界卫生组织的合作相当广泛和深入,不仅是世界卫生组织重要的参加者,还是其政策的推动者和实施者;反过来,世界卫生组织对欧盟和成员国的公共卫生立法也产生了重大影响,二者之间的合作存在共性、差异和互补性。《里斯本条约》的通过为欧盟提升公共卫生保护提供了新的平台,给欧盟和世界卫生组织合作带来新的机遇,可以预见欧盟在未来世界卫生领域话语权将增强,行动更为有效、连续和统一。With the deepening of the European Union and the broadening of its capacity,it is now attaching more attention towards public health. It has a long history of cooperation with the WHO and is a major participator and promoter of the activities of the latter. The WHO has also exerted great influences on the public health legislation of the EU and its member states. Commonalities,differences and complementarity exist in the cooperation between the two sides. With the adoption of the Lisbon Treaty,the protection of public health within the EU moves to a new stage. In addition,the Treaty has provided new opportunities for the cooperation between the two sides,which helps the EU to enhance its role in handling health issues in the world.
