摘　　要：上世纪90年代以来,中国政策性担保发展迅猛。探究其兴起和快速发展的背景,主要包括以下因素:市场经济兴起背景下社会信用环境的恶化;政策性银行的商业化改制;金融危机的爆发;和谐社会理论下的政策诉求。The 1990＇s witnessed a boom of policy-based guarantee （PBG） in China, It is pointed out that the study on emergence and boom of PBG should take the following factors into consideration including the degeneration of social credit amidst the rapid economic growth, commercial transformation of policy banks, the outburst of economic crisis and requirement of the policy of developing a harmonious society.
