The economic game between powers was bound to have an impact on small and weak countries which lived in the middle of powers. Around the Imperial Economic Conference in Ottawa 1932, a fierce economic competition in Canada has been engaged between the United Kingdom and the United States. The Ottawa Agreements had been used in Canada in order to strengthen and consolidate the economy of the empire, reversing the economic decline. The United States solicited Canada actively to penetrate and then collapse the Britain's "economic fortress " to get space for their own economic development. In face of the competition between the United Kingdom and the United States, Canada took effective measures to maneuver between them to seek for their own interest.
