刍议我国农产品期货市场制度创新的三个核心问题

摘　　要：农产品期货市场制度创新的总体目标在宏观上要有利于国家对农业这一产业的升级和宏观调控,在中观上要有利于农产品期货市场的健康发展及在微观上要有利于农民从农产品期货市场中受益。农产品期货市场制度创新牵涉到问题的范围广泛,但核心点可归结为以下三个方面:一是要完善农产品期货市场中农产品的价格形成机制;二是要构建一套能够引导农民合作组织进入农产品期货市场的新机制;三是要在寻求农产品期货市场监管新模式的同时,形塑一种新型的有关农产品期货交易所与农产品期货交易公司之间的权利义务关系。The overall objective of institutional innovation on agricultural future market includes as following： Firstly, it should be beneficial to upgrade and macro - control agriculture. Secondly, it should be beneficial to the development in agricultural future market. Thirdly, it should be beneficial to farmers from the agricultural future market. The agricultural future market institutional innovation involves all aspects of the problem, but the core point can be attributed to the following three aspects： Firstly, we must try to improve agricultural products prices formation mechanisms ; Secondly, we need to guide farmers into the agricultural futures market mechanisms by a set of cooperative organizations; Lastly, we should seek a new model of agricultural products futures market regulation while shaping a new type of relationship of the rights and obligation between the agricultural future exchange and the agricuhural future exchange corporation.
