摘　　要：城市快速公共交通作为一项投资巨大的公共基础设施,具有重要的经济效益、社会效益和环境效益。由于快速公共交通建设投资大、回收期长,在建设资金短缺、营运收支难以平衡的情况下,结合城市发展目标合理安排建设时机和建设时序,对引导城市按照城市总体规划目标发展、逐步实现科学合理的规划布局结构有积极作用。As a public infrastructure with large comprehensive benefit, urban rapid transportation has economic, social and environmental benefits. Construction of urban public transport is of large investment and long payback period. The construction time and sequence should be arranged combined with city development goal in the condition of construction fund shortage and difficult balance between operation and revenue,which can guide urban development in accordance with the overall urban planning objectives and realize scientifically rational city layout.
