摘　　要：进入８０年代水土资源对我国农业的约束不断硬化，水土危机将是２１世纪我国农业可持续发展过程中诸多矛盾的焦点，摆脱危机的基本思路是“实现四个结合，建设六大体系”。The water land resources crisis for agriculture is much severer than ever in the 21st century, the water shortage will be expanded to 100 billion m 3 by year 2010 from 40 billion m 3 today,about nine million hectare cultivated land will be occupied by non agricultural construction in 1996 2010.The basic way to free agriculture from water-land limits is to implement the efficient-sustainable allocation strategy for agricultural resources in china.The strategy given in this paper includes 'Four combinations and Six systems'.
