摘　　要：在我国,大多数刑事案件的被害人都无法足额拿到赔偿款。被害人国家救助制度体现了人道主义价值,促进了三位一体刑事政策的形成,与和谐司法的理念一致。建立和完善我国的刑事被害人国家救助制度,在现行法律的指引下,明确赋予被害人及其家属的救助申请权,建立财政专项资金,保障所有案件的被害人都能平等得到赔偿金,确保被害人的基本生活是该制度设计中的重要问题。In China,there is a high proportion of victims in criminal cases can not be in full economic compensation.National victims aided system is a reflection of the humane values of the criminal policy.It is a vital issue in the construction of the system to set up and improve the system of national help for victims,to clearly give the victims and their families the right to apply for aid and to set up special funds to protect the victims in all cases,which makes sure that all the victims are able to obtain compensation equally.
