摘  要:选聘高等学校毕业生到村任职,对于改善农村基层干部队伍结构、培养新农村建设骨干力量,推进新形势下农村的改革发展,夯实党在农村的执政基础具有重大意义。针对"大学生村官"的思想实际和现实存在的问题,完善"大学生村官"能够"下得去、待得住、干得好、流得动"的长效机制,是推进这项工作的关键。要在坚持现有政策措施的基础上,重点从新农村建设和高素质农村基层干部队伍培养的角度,完善重心在基层的人才培养、人才流动和创业机制,形成有利于"大学生村官"成长成才的制度环境。Selecting college graduates to serve in villages is of great significance to improve the structure of the rank of rural cadres,develop the backbone for the new countryside building,push forward the rural development in the new situation and strengthen the Party's ruling foundation in the countryside.In view of the reality of the ideology of the college student village officers and the actually existing problems it is thought that the key to pushing forward the work of selecting college graduates to serve in villages lies in perfecting the enduring-effect mechanism with which the college student village officers can happily go to villages to work,stay there for ages,work well,and realize a rational flow.And it is suggested that on the basis of persisting in the given policies and measures,the focus,from the perspective of building the new countryside and cultivating a quality rank of rural grassroots cadres,be placed on perfecting the grass-roots-unit-oriented personnel training mechanism,personnel flow mechanism and doing-pioneering-work mechanism,and creating a system environment in the interest of the college student village officers' growth and being a talent.
