西北民族地区经济发展对村民自治的支撑分析——以甘南藏族自治州卓尼县草岔沟村为例

摘　　要：通过介绍甘南藏族自治州卓尼县草岔沟村经济发展和村民自治现状,从集体经济和村民收入两个角度深入分析弱经济基础是如何支撑村民自治上层建筑的,弱集体经济对村民自治的支撑分析包括三个方面:弱集体经济导致村民自治物质基础薄弱;弱集体经济弱化村民政治参与;弱集体经济影响乡村关系,扭曲村级自治主体价值。村民低收入对村民自治的支撑分析也包括三个方面:村民低收入削弱政治参与动机;村民低收入制约村级社会层次分化,村民民主政治诉求淡化;村民低收入影响教育投资,构成村民自治可持续发展的文化障碍。因此说明西北民族地区经济贫困制约村民自治制度正常运行,村民自治制度运行缺乏经济动力和支撑,在加强村级民主建设过程中,需要夯实民主的经济土壤。There are very few researches on villagers＇ self-governance in the ethnic regions of the Northwest in the academic world, and due to various reasons, the economic development of these regions has lagged behind the national average level and fairly far behind the eastern and central regions. How does the weak economic base support the daily operation of the villagers＇ self-governance？ By introducing the current situation of economic development and village self-governance of Caoehagou Village of Zhuoni County in Gannan Zang Autonomous Prefecture, the paper gives a deep analysis of how the weak economic base supporting the villagers＇ self-governance superstructure from two points of view, namely is collective economy and farmers＇ income. There are three aspects of analysis, the weak collective economy results in a weak material basis for villagers＇ self-government; the weak collective economy weakens political participation of villagers;the weak collective economy impacts on the relationship between township and village, distorting the subject value of villagers＇-level self-government. Also there are three aspects analysis of supporting of the villagers＇ low-income to village self-governance, villagers＇ low-income undermines their political motivation; villagers＇ low-income restricts differentiation of village-level social hierarchy, diluting the villagers＇ democratic aspirations;villagers＇ low income impacts their investment in education, constituting cultural barriers of village self-government for sustainable development. Finally, we think the economic poverty retards the implementation of the system of self-governance for villagers, and the implementation of the system of self-governance for villagers lacks the economic motivation and supporting,so we need to develop the economic basis of democracy in the course of strengthening the building of village-level democracy.
