我国“三农”资金监管方式的效率比较分析

摘　　要：我国的"三农"资金监管体系由纵向监管、横向监管与群众监管三种监管方式所构成。但是,这种"三位一体"的高密度的监管网络并没有产生预期的监管效果。监管效率低下所导致的"三农"资金流失、挪用仍然时常发生。拟对我国"三农"资金的监管效率,纵向监管、横向监管和群众监管的效率差异进行分析研究,并在此基础上讨论提高我国"三农"资金监管效率的政策思路及应该采用的措施。The Chinese systems of supervision for funds concerned to the agriculture,farmer and rural area,is composed by horizontal supervision,vertical supervision and social supervision.But close network of supervision don＇t produced anticipated results.Loss of funds and behavior of diverting frequently occurred.This paper is to compare and study the efficiency of the systems of supervision related to the agriculture,farmer and rural area in China,and put forward suggestions to improve efficiency.
