摘　　要：通过分析发现,无锡市公立医院治理改革模式在分开政府"办医"和"管医"职能后,加强了政府对公立医院的规划和调控,并在专科规划上形成了各有侧重的发展格局,完善了公立医院之间的分工协作。在此基础上,通过绩效合同,具体明确了医院管理者的职责,加强了对公立医院院长的问责,从而落实了政府的所有者职能,为加强政府对公立医院的管理提供了借鉴。Wuxi public hospital governance reform separated hospital management and running.The government improved public hospital planning and regulation,and developed specialized hospitals with their advantages after the reform.The government enforced its function by making clear the responsibility of public hospital managers based on performance linked contracts.
